Climate Strategy & Sustainable Energy Action Plans (SEAP)

These services address both local governments and industrial companies to establish sustainable development strategies for climate protection and energy efficiency, in order to decrease carbon footprint expressed in CO2/capita for cities, or CO2/finished product for industrial companies. Developing a Sustainable Energy Action Plan (SEAP) is a strategic plan that includes objectives, targets and energy efficiency measures - short, medium and long term measures, for the specific activities carried out at local or company level with clear targets of CO2 emission reduction for a defined period; the plan is established after a detailed assessment of activities and after establishment of a GHG emissions inventory (CO2 Inventory). Why such an assessment is needed?

  • WHEREAS, the Intergovernmental Panel on Climate Change (IPCC) confirmed that climate change is a reality due in large part by energy use from human activities;
  • WHEREAS, on March 9, 2007, the EU adopted package "Energy for a Changing World" committing unilaterally to reduce CO2 emissions by 20% by 2020, by 20% increase in energy efficiency and achieve a 20% energy from renewable in the energy mix;
  • Since the establishment of a "Covenant of Mayors" is considered a priority in the " EU Action Plan on energy efficiency”;
  • Because focus administration efforts both at local level with companies' efforts to reduce CO2 emissions in order to mitigate and combat climate change locally and globally.

Besides feasibility studies, we also carry out pre-feasibility studies that compare a range of technical options.

Flexible Mechanisms (JI/CDM Projects)

We design Joint Implementation (JI) and Clean Development Mechanism (CDM) projects on behalf of project developers. We can assist with aspects such as project identification, creating project ID numbers, preparing the necessary documentation, registering projects under the United Nations Framework Convention on Climate Change (UNFCCC), and marketing certificates. Our expertise extends to developing new methodologies, calculating new grid emission factors, and meeting the requirements of the World Commission on Dams. We focus primarily on technologies used in the energy and waste sectors, and most of our projects are located in CEE and Asia.

Greenhouse Gas Inventory

Being aware of the extent and make-up of your company’s greenhouse gas emissions is the key to strategic responses. The EU Emissions Trading System (ETS) only addresses some greenhouse gases and means of cutting emissions, meaning that many opportunities for reductions are passed up. We give our clients the support they need to identify additional business opportunities arising from the climate protection regime, and to launch internal change processes.

Operational Climate Strategies

A forward looking climate strategy extends your room for manoeuvre and allows you to adopt proactive policies. A strategy like this will be based on a range of scenarios modelled using analysis of relevant markets and the political landscape. Coordinating your climate and business policies also promotes the reconciliation of climate and/or energy goals with other operating targets.

Political Advisory

We advise political parties, ministries and NGOs on the status quo, latest trends and opportunities for climate and energy policies from a municipal to a global level. We also draft and evaluate climate and energy strategies. In addition, our portfolio includes reviewing EU directives, and primary and secondary national legislation, and drafting climate and energy policy recommendations for the legislative process. Our environmental economics studies, designed to contribute to climate and energy policy formulation, focus on environmental tax reform, market based instruments and renewable energy subsidies.
