Stakeholder consultations for the elaboration of River Basin Management

Context

The project was commissioned by the four River Basin Directorates (branches of the Ministry of Environment and Waters) and it was carried out in partnership with Key Experts Group.

The challenge

The project required the development of a stakeholder strategy, followed by its implementation, which included the organization of meetings for stakeholders to comment on the drafts of the River Basin Management Plans. The main challenge was to conduct the whole process in a way that provides real opportunities for stakeholders to express their opinion. At the same time, the River Basin Directorates needed constructive feedback on their work in order to perfect the plans.

Our work

Participation among stakeholders resulted in dialogue that went beyond the initial expectations of many participants, which led to a sense of enthusiasm. While logistic challenges popped up, the crux of the process was integrating all stakeholder views into a plan with which the majority of the participants agree. A sociological study with a stratified, representative sample of nearly 3000 interviews – over 2500 with the public and more than 400 with other stakeholders.

Benefits

Consensus during public hearings for wide range of measures was achieved, extracting valuable results and key decisions for the final River Basin Management Plans. Specifically, our consultancy led to the identification of over 40 stakeholder groups, representing more than 1000 individuals, who are actively concerned about the four river basin management areas in Bulgaria.
